 One Suited Slam Invite

Rotated to South declarer: originally board: 9

Declarer counted up 13 HCP plus 3 for void in partner's suit and 2 more for long spades and one more for fine black aces.
What was the meaning of 3? Was it game forcing? Too high a bid not to be?
It wasn't clear to declarer during the auction.
If it had been game forcing, declarer could have bid a forcing 3 to suggest slam an interest.

North's 2 bid denied 16 points and denied the combination of 15 points and quality diamonds that 3 would have instead represented.
What was North's 3 bid then?
In the case of a forcing 3 bid, it might be suggesting lack of heart stopper.
Does it show extras?

If the 3 bid is not gamme forcing, and 3 does not necessarily show extras, then 4 should suggest slam interest at least retrospectively to what has not shown spade support and might be void in spades (i.e. - 5432 AQ8432 A97)

If the 3 bid is game forcing, and 3 does necessarily show extras AND a fit, then 3 showing further interest in at least a small slam is right (especially opposite such as a possible KJ AT98 AQT987 T).
