Notice that the weak suit to play is LOWER RANKING than the interference suit.
Switching South's and West's Spades and hearts, South might overcall 2.
Then West bid might consider:
2 to play (weak)
2N and THEN 3 to invite game
3 to GAME FORCE (5+ cards)

4 would be to play (6+ cards, 10-14 points)

Problems that will pop up:
-Deciding if a hand is invitational or enough for game.
-Deciding if singleton K, Qx or Jxx is enough of a stopper to show.
-Deciding if a suit is good/long enough to compete with to the 3 level.
-Deciding over which artificial bids it applies: DONT? CAPALETTI? BROZEL? ASTRO? There are so many defences to your 1N, you might just say to heck with Lebensohl!
